United States Submarine Veterans

Mid-Atlantic Base

February BoD Meeting

February 18, 2006

Sheraton Hotel, Dover, DE

A Board meeting was held at 10:35 a.m., preceding the Base’s regular monthly meeting. Those present were:

A quorum was present.

A brief discussion of the unfortunate events of the last few weeks was held, and Roy Anstead and Bill Galloway described the steps to be taken to advise the membership of the change in officers and the policy decisions made at a special Board meeting on Feb. 11.

The USS Kete Memorial Service will be held at 11 a.m. on March 25 at the Air Transport Command, 143 N. DuPont Highway, New Castle. The Board decided that a small delegation would hold a ceremony at 10 a.m. at the site of the memorial in the Delaware War Memorial Park as a salute to the Kete and the men who were lost with her.

National Submarine Day is held each year on April 11 and the annual World War II reenactment and memorial service will be held aboard USS Becuna at Philadelphia’s Independence Seaport Museum. Several MAB members wish to participate in this event and Roger Reeves will coordinate transportation.

Bill Galloway advised the Board that Charles Dauphin does not intend to resign his Base membership and expects to attend regular meetings at a later date.

The meeting was adjourned at 11:15 a.m.

February MAB Membership Meeting

The meeting was opened by Commander Roy Anstead, who thanked the Board and membership for their confidence in him and their support. Roy welcomed Ann Tansey, a guest at the meeting, and Jeff Jones, a new member who resides in Bowers Beach.

After the opening ceremonies, Bill Galloway explained that there have been differences among some of the officers and a series of very unfortunate e-mail messages were exchanged between certain officers. As a consequence, a special Board meeting was called and was held at the Dover VFW post.

In the meeting, Cdr. Charles Dauphin withdrew from the Board. The following appointments were made by the Board:

Commander: Roy Anstead

Vice Commander: Ron Olson

Secretary: Bill Galloway

In a long discussion, the Board defined the purpose of our organization, identified a number of issues, and agreed on action to be taken with respect to each issue. Bill reviewed each item and agreed on action.

Karen Engeseth reported that the Base’s cash balance is currently $3,214.57. Income last month was $603.54 and expenses were $790.83 Bill Galloway questioned the purpose of several 2005 donations by the Base (eg. $150 to Worcester County Veterans’ Memorial, $300 for a Korean War Veterans’ Memorial and $600 to USSVI Charitable Foundation) and their relevance to our members.

Storekeeper Phil Puschel reported that December stores income was $157. Three Bibles were purchased for $101.

Roger Reeves reported that we have 79 members, nine of whom have not yet paid 2006 dues.

Bill Galloway reported that Jim Harlan will have a hip replaced on March 1 in Beebe Hospital.

In a brief ceremony, Cdr. Anstead presented Herb Crowe and Roger Reeves with certificates recognizing their induction into the Holland Club. They join a long and growing list of MAB’s Holland Club members.

A discussion was held of our continuing efforts to pass legislation for a special Submarine Service license plate. Work on this continues but there is no indication anything will happen soon.

Charles Walker suggested the Base acquire a small, enclosed trailer for the transport of materials and equipment the Base uses in its various meetings and appearances. It was agreed that this is a good idea and members were urged to pursue an acquisition from dealers or others.

The meeting was adjourned by Cdr. Anstead. The next meeting will be held on Saturday, March 18. On March 25 Base members will attend the USS Kete memorial service at 11 a.m. at the Air Transport Command.

A very pleasant lunch and social hour followed the meeting.

Bill Galloway, Secretary
